If you mean the Zor and Tor at the ends of their names, that's because the final part of an orc god's name relates to his divine status, and Kul'zog Zor and Zol'gor Tor are both war gods.

Is there any official stance on the relationships between the gods in and not in the pantheon? Are they bros? Acquaintances? Elitists? Are nonpantheonic gods hillbilly redneck hicks? Are the nonpantheonic ones still regular gods, or weaker, or regional, or?

They're just gods that never entirely took off in the kingdom, or who's priesthood and followers were in sufficiently small numbers that the war wiped them out. In some parts of the world orcs do worship them as a part of the main pantheon.

Not within the pantheon of the remnants of the orcish kingdom. Most of your gods prefer their blood sacrifices to be done on the hunt or the battlefield rather than on an altar.
There are other orcish gods out there you have yet to learn about however, so who knows.

Living sacrifice does generally require the heart to be inside the chest and not have any tooth marks in it at the start of the process.

Who knows, maybe she is, maybe she just enjoys messing with him, maybe she's hoping to tempt him until he throws her down and has his way with her. It's not like Sief can tell entirely.

A handful of other orcs might earn a minor boon or two over the years, but unless one of them becomes important to the plot I'm not going to mention it every time.
