Not that guy but I'd say that putting the punctuation after the quote makes more sense, since you still need to end your sentence. On the other hand, if you're quoting a full sentence then that needs punctuation as well. but .". looks dumb as hell. Awkward situation.
I would never do .". even in British punctuation. If you have it inside the quote due to it being part of the sentence, you don't need it outside as well.
