Old group, they did A Dark Rabbit has Seven Lives and stuff (leader is a fan of Kagami, hence Seraph). I've never actually watched any of their subs though

Hm, a good question, and quite the conundrum. It's almost like we don't do that at all!

I'll keep watching vivids release for Attack on The End but are the complains about the TLC or TL valid?

The only sourced complaint so far was the one in the puush link, and you're free to read that for yourself and decide if the issues matter to you. I would rather have a script that reads well over strict literal accuracy, especially in cases like "the former world" which I think is less clear that what we used (given that it means "the world we came from", basically). I could pick apart competing scripts in similar fashion by pointing out lines I think are too awkward to be good translations, but I generally don't because I feel the style of the script should be left up to the translator and editor's preference as long as it isn't blatantly wrong.
TL accuracy is important to us at Vivid and we have high standards in that regard. Feel free to ignore any non-specific complaints because most of them are by bandwagoners who don't know Japanese to begin with.

Can encoding anime from bluray 1080p 8-bit mkv video (such as ReinForce's) to 720p 10-bit mkv video produce good result?

Well, BD sources are 1080p and 8bit by nature. The difference is that ReinForce has been encoded once already, which is less than ideal as each re-encoding causes quality loss down the line. I'd try and get the BDMVs if possible.

Who is skiddiks?

skiddiks is the hardest difficulty level in fansubbing, unlockable by completing the game once. All shows have twice as much work to do and four times the chance of being bad, and all staff you work with or hire have their reliability reduced by 50%.

The former. You'd only use the latter of they were standing in a street called Johns Way or something (and even then it'd be a bit weird)
