To an extent, I guess? Cultures have very different values, but there are some things in the world that I don't think you can justify even from a cultural relativism standpoint.

I don't translate but that is something I pay attention to while editing, yes

What's the difference between "method" and "methodology"?

they're mostly just used in different contexts. scientifically, methodology is the study of methods, and in a software engineering context, a methodology is more like a group or class of methods and development practices.
