One final question. When it works for the text at the bottom, will it screw any other part of the encode up? (Aka resulting in other scenes stutter)

Not unless there's a scene where the only motion is limited to the exact area you've specified for the text.
I've never seen it happen, at least, because usually the whole screen pans during the scenes where it matters.

Both. Looking at it more closely, it seems it only happens when writing at the bottom is being scrolled (Due to the TV station or w/e).

Put it at the top of your script (or in an .avsi file you import) and instead of using TDecimate, use:
_tdectext(y1, y2)
where y1 and y2 are the y coordinates of the top and bottom of the scrolling text area (eg 920,1020)
It's a wrapper function __ar gave me a long time ago that excludes the specified area from the video passed to TDecimate so that the scrolling text doesn't confuse it. See also this helpful explanatory image by Daiz:

If you want you can decimate manually during scrolling text sequences (with SelectEvery or an .ovr file) or even use ivtc_txt60mc or whatever it's called to interpolate the text for smoother scrolling, but this is the simplest way to deal with it (and the method I usually use).

Did you run TDecimate or just TFM?
Using a frame matcher like TFM is only half the job. You also need to decimate the resultant output to bring it down to the desired 23.976 fps, either manually (with SelectEvery) or automatically (with something like TDecimate(mode=1)).

If stutters happen in a video after encoding and the .ts source doesn't have any, is there something being done wrong, or is this normal? CR video doesn't have this from what I can see.

Step through a pan frame by frame in something like avsp (loading the encode with ffvideosource) first. If you see duplicate or skipped frames, you probably messed something up in the decimation stage.
The frame step is to make sure it's not just your PC which isn't decoding it smoothly enough.

Are you/have you watched any of KanColle? If so, the ship that always says "poi", do the pois have any bearing to what she's saying or is it just some cute thing she adds at the end of sentences? Commie translated it to "like" and it made the character seem like a cunt.

I'm no translator and I'm not watching Kancolle, but if it's poi as in っぽい then that does mean "-like" or "-ish" when appended to things. Seems pretty reasonable to me on those grounds.

Is Gradfun3 a good thing to use to encode?

If you want a safe filter to use on sources that don't suffer heavy banding in the first place, sure

I was only able to find 32bit version of madvr. Is there a 64bit version?

Beats me, but why would you need it? I doubt you're going to use over 4GB of RAM watching a video.

How does one get into encoding? How did you? Is there a way to learn and or get the settings that others use?

I got into encoding because I wanted to learn how to do it myself so I wouldn't have to rely on encoders (basically RHE at the time) anymore. Binbougami was the first show I encoded so I kind of learned along the way. Plorkyeran and matt started me off with scripts and advice and for the rest I basically just asked a lot of people (particularly __ar, torchlight, and Daiz) and did a lot of googling.
You can get the settings by checking the info for an encode - open it in MPC-HC, go to File->Properties and check the MediaInfo tab.

Is a 10bit panel monitor better than an 8bit? I'm asking because a lot of content is recorded in 8bit. The only 10bit videos floating around are Anime.

You don't need one as long as you have proper dithering at the rendering stage (ie madVR).

Is there a new TS for Shigatsu? This week's TS was bad compared to previous weeks.
