For VNs, fairly often since they are a very niche product that also requires an immense amount of effort (and cost) to translate from scratch. For other things, not so often.

Why would anyone buy a new processor in the last 5 years? There is literally no use for the marginal increases in speeds and outrages CPU prices today.
My encode times for standard TV episodes went from ~2-3 hours to ~20-30 min when I upgraded my 4-5 year old processor, so it seems pretty worthwhile to me

I was having performance issues with Firefox for a while until I realised it was due to some shitty Skype extension that MS snuck in without my knowledge. If you have the same extension, try disabling it and seeing if performance improves. Try disabling extensions in general.
