In Funi's case, yes, because they encode the 720p with a crappy fixed bitrate. Always get 1080p for Funi.

The logo is only alpha blended with the background, not completely opaque, so it's generally possible to remove by blending an inverse of the logo with the image. Or that's how I understand it, anyway.
You need to already have an accurate mask of the logo for it to work (which you can build up by analysing the video) and it doesn't always work, but Japanese TV logos are generally faint enough that it's doable.
