Why is Commie still using AAC instead of Opus when the latter reaches transparency at lower bitrates than AAC/Vorbis and it can be muxed with Matroska?
For TV, the audio is not re-encoded, so AAC is what you get.
For BD, you'd have to ask the people encoding them, but I don't really see the point in using some new codec with dubious compatibility/support (judging from a 5-second google of "opus mkv") just to save a few megabytes.

So what's this v2 that HorribleSubs did for F/S? Did they decide to take Commie's subs like with Twintails lol?
Aniplex and/or CR changed a bunch of the script after release, so I assume it was to update it to that.

Almost none. The last time I remember him doing something besides paying for the server and managing the review site was at least a season or two ago. herkz is the de facto leader of Commie at this point.

The editor may also come up with various questions while editing (lines that seem unclear or contradictory, etc) that the TLC can address on their pass.
That being said, it TLC takes place after editing, I prefer it if the TLC can leave comments on problematic lines stating what the issue is instead of changing stuff directly. Makes it a bit easier to keep track of the script and what needs to be done.

Usually by italicising them.
