More like the former than the latter. Most don't have gameplay to speak of, just choices (if that). It's more like a book with graphics/music/voices and sometimes branching choices.

what is the difference between "inquire" and "ask"? in what term you use (or say) "inquire"? I'm sorry if this question sounds silly.
"ask" can be used transitively (with a direct object) while "inquire" cannot. So you can say "I'd like to ask you something", but "I'd like to inquire you something" doesn't work. You'd have to say "I'd like to inquire about something" or "I have an inquiry". Either way, the person you're asking isn't stated, and it's often a more general request for information.
